CALL TO ORDER
Mr. Kevin Hubbard declared a quorum present and called the February 2012 meeting to order at 7:00 p. m.
MINUTES
After review of the minutes, a motion was made and passed unanimously to accept the minutes from the January 2011 meeting.
TREASURER’S REPORT
Mr. Burke Craver stated that he had reviewed the financials and found everything to be in order. A motion was made and passed unanimously to accept the Treasurer’s report.
INVOICES
Mr. Joe Love went over the invoices for the month VSC Fire & Security $1,377.50 (Fire Suppression); Talbert & Bright $5,413.40 (Coastal Zone); Austin Electric $7,691.09 (PAPI Repair), $1,430.85 (Installation of Transformers). A motion was made, seconded and passed unanimously to approve the invoices for the month of January 2012 and February 2012.

TALBERT & BRIGHT – Report submitted to Joe Love
Fire Suppression System
Mr. Joe Love stated that Talbert & Bright couldn’t be here tonight so he will give their report. Mr. Love stated that the power lines have been installed but Dominion Power has not installed hooked them up but they will be installed on the 13th.
North Terminal Wetlands Credits
Mr. Joe Love stated that that a problem had developed with the project. The environmental consultant did the wetlands delineation, and it was approved by the Corps of Engineers. However, during the final permitting process, a question arose as to why another approximate 7 acres in the project area had not been delineated. The consultant confirmed that there was an oversight and some additional acres in the project area need to be delineated. The additional wetlands have been flagged and are now being surveyed. Mitigation of the additional wetlands will be put out for bid once the survey is complete. There will not be any additional costs for this additional work done by the consultant.
Silviculture Project
Mr. Joe Love stated that the project is complete, but the grant is not quite closed because the FAA combined the addition of new survey points for the Airport with the Silvi-culture project, and we are still awaiting a final invoice from the surveyor.
Land Acquisition
Mr. Bob Powell discussed where the negotiations stand at this point. Mr. Powell will be submitting a formal offer which is the first step towards condemnation.
AIRPORT MANAGER’S REPORT
VAOC
Mr. Joe Love and Mr. Burke Craver met with legislators to advocate aviation and the airport at an event sponsored by the VAOC. Mr. Love stated that they met with Delegate Knight, Senator Blevins among others. Mr. Love and Mr. Craver discussed some of the presentations that were presented at this event.
FBO
Mr. Joe Love met with John Beaulieu, Horizon Aviation, and discussed the direction Mr. Beaulieu would like us to take in improving or building space for his organization.
Hangar Door Repairs
Mr. Joe Love discussed the repairs on the hangar doors.
GCO and Glideslope
MR. Joe Love stated that it is now up and running Mr. Love stated that they are still having problems with the glideslope and discussed what might be causing the problems.
MALSR System
Mr. Joe Love stated that the power cabinet for the MALSR system had a massive electrical failure, and he has initiated a claim with the insurance company. Austin electrical has been called analyze the failure and to estimate the cost of repairs.
Chairman’s Report
Mr. Kevin Hubbard discussed the access issue with the Hunt Club and hope that the final agreement will be completed soon. Mr. Hubbard discussed Tidewater Flight School and the actions that the board had to take and determined that they were indeed appropriate under the circumstances.

Mr. Jim Parkman discussed how EPIX, Inc. is doing at this time.
Allen Bethea talked about his background in aviation and his interest in the Airport.
